Billie Easton is the training director of the Virginia Institute of Government. In this capacity Billie delivers and brokers training and professional development opportunities for public employees and officials, primarily in local government. Many of these programs are designed and implemented in partnership with individual localities, local government professional associations, institutions of higher education, and state agencies.

Billie works with Institute partners to hold custom-designed programs onsite or at a central location. One such program is the award-winning Local Government Academy, which held over 40 classes in partnership with Germanna Community College and area local governments. These classes attracted over 650 local employees between 2005 and 2008. Billie has assisted several other community colleges in providing training to elected and appointed officials in their individual service regions.

Since 2005, the Second Wednesday Series, held in partnership with Chesterfield County, has offered a variety of classes to all levels of local government employees. In its first four years, the series held 34 classes attended by almost 500 individuals.

Billie is the Cooper Center's liaison with the Local Government Attorneys of Virginia, Inc, administers the Wallerstein Scholarship, and manages the Cooper Center's Richmond office.

Billie holds a bachelor's degree from the State University of New York (SUNY) at Albany and a master's degree in English literature from SUNY at Stony Brook.
